The new Ordinance on public order in Plovdiv foresees draconian fines of up to BGN 12,000
Construction activities, including renovations in residential areas, are suspended from 14:00 to 16:00 and from 20:00 to 08:00 on weekdays. On weekends, we will have the right to make noise if the neighbors agree. This foresees the change of the Ordinance on public order in Plovdiv, published on the website of the municipality. It will enter into force after being voted on in the local parliament.
The new rules introduce draconian fines for violators. Sanctions for noisy construction and installation work during prohibited hours are from BGN 100 to BGN 2,000 for citizens and BGN 2,000 to BGN 12,000 for companies. The Ordinance is being updated at the insistence of the District Prosecutor's Office - Plovdiv, which obliges the local authority to bring its regulatory base in line with the latest amendments to the Environmental Noise Protection Act and to strengthen control.
The ban on the "quiet hour" in the afternoon will force construction companies to stop noisy activities on sites that are located in close proximity to residential buildings. The control is entrusted to the city administration and RZI. According to the changes in the Ordinance, RZI is obliged to measure the noise in residential premises and draw up a report within three days. So far, no such deadline has been specified. Sanctions have also been increased. If the changes are adopted, it is not clear when utilities will pick up waste containers. Currently, this is happening at night and some citizens have repeatedly complained that they cannot sleep. During the day, however, garbage trucks will make traffic difficult.
